Increase academic achievement for all student groups, with a particular focus on narrowing achievement gaps and ensuring equitable outcomes

Objectives

• Use UDL to bridge the ELA and Math gap on state assessments and address continued concerns with underperforming student populations. 
• Refine the math curriculum and instructional programs in grades 3-12:
  1. Utilize interim assessments to inform instruction in all grades 3-5 classes at each elementary site.
  2. Pilot 6-12 core instructional materials, ensuring a common textbook is used for each course. 
  3. Utilize IXL for skill reinforcement and intervention in grades 6-Algebra II 
  4. Ensure that the new Multivariable Calculus course offered in partnership with CSU Channel Islands is successfully implemented 
• Refine the ELA/ELD curriculum and instructional program in grades K-12:
  1. Implement new Multitudes Reading Difficulties Risk Screener in grades K-2 at each elementary site
  2. Pilot K-5 ELA curriculum with an integrated English Language Development instructional component 
  3. Provide PD for teachers from all elementary sites on the science of reading and common reading difficulties in children
  4. Ensure effective implementation of the three-year EL Master Plan by monitoring and improving the academic performance of RFEP students.

Enhance student wellness, safety, and school culture and climate to create a supportive and inclusive learning environment that promotes personal growth for all students.

Objectives

• Ensure that needs and practices identified by the Safety and Security Task Force continue to be updated and addressed, and that all school facilities and equipment are clean, safe, and meet our student/staff needs now and for the foreseeable future, including being responsive to LCAP and other types of survey results.
  • Conduct a capital and facilities needs assessment focusing on restrooms to prioritize repair, improvement, and renovation needs 
  • Adjust custodial cleaning schedules and procedures to improve campus and restroom cleanliness by at least 5% as reported by students on the LCAP Climate Survey 
  • Complete current safety improvement projects: replacement of PA/Bell systems; fencing/crash gates; window coverings; alert systems; repaving/restriping parking lots by May 2026; key card entry systems 
  • Develop and communicate with staff and families the criteria for school closure and evacuation plan in response to wildfires by November 2025
  • Ensure the Safety and Security Task Force reviews the Comprehensive School Safety Plans before board approval 
  • Conduct the CA Great Shakeout on October 16, 2025 at all sites
  • Evaluate the impact of cell phone board policy changes, and review the existing Digital Citizenship curriculum and refine its consistent implementation 
• Improve student connectedness and engagement in grades 6-12 through the following actions:
  • Launch Superintendent’s Student Leadership Committee 
  • Focus on the UDL Principle of Engagement during professional development days and staff meetings
  • Provide opportunities for staff to shadow students of different profiles to increase awareness and empathy of how students experience learning in grades 6-12 
• Provide educational sessions for students regarding bullying/cyberbullying, sexual harassment, discrimination, and cyber safety

Equip students with the knowledge, skills, and dispositions to become globally aware, environmentally conscious citizens capable of adapting to changing landscapes while ensuring college and career readiness.

Objectives

• In compliance with BP 6142.5, provide for active student participation in onsite resource conservation and management programs and the promotion of service-learning partnerships.
  • Partner with Athens Waste Management to provide educational field trips and opportunities for students to learn more about sustainable waste management practices 
  • Launch the Eagle Community Service Program at OPHS and track the number of students earning and on track to earn recognition at graduation. 
• Increase the number of students earning the State Seal of Civic Engagement. 
• In compliance with AR 6115 (Ceremonies and Recognitions), ensure observance of the following: 
  • Patriots Day - On or near September 11
  • U.S. Constitution and Citizenship Day - On or near September 17
  • Earth Day - April 22
  • Workplace Readiness Week - April 27 - May 1, 2026
  • High School Voter Registration Weeks - last two full weeks in April and the last two full weeks in September                  
• Evaluate our M&O/waste activities from school lunches/daily practices to ensure compliance with board policies and best practices to minimize waste. 
  • Work with OVHS STEM Ambassadors and MCMS/OPHS student clubs to conduct waste audits at BES, OHES, ROES, MCMS, and OPHS, and develop practices that minimize waste 
• Continue “share tables” for uneaten wrapped food or whole produce at the elementary schools 
• Consistent Implementation of the updated AR 5030 (Wellness) 
• Evaluate and adjust the portion size of lunches as needed at middle and high schools in response to student feedback
• Expand career awareness and exploration opportunities for middle and high school students. 
  • Conduct planned activities such as career guidance lessons and monitor and respond to student course interest trends at MCMS and OPHS, including tracking unmet course requests and identifying new interest areas (e.g., computer science, AP business/personal finance, Cybersecurity, etc.) 
  • Use exploration tools such as the CCGI to explore career interests 
    • High school College & Career Counselors visit MCMS to guide students in discovering how their interests and aspirations can shape their high school journey and future opportunities.
  • Host a districtwide career exposition/fair to connect students with a range of postsecondary and career pathways 
  • Identify strategies to expand high school student involvement in supporting elementary and middle school campuses.

Objectives

• Ensure that District goals are aligned with site and district administrator goals
• Ensure that staff professional development and training includes an emphasis on student connectedness, student use of AI, and differentiated instructional practices/UDL. 
  • Provide professional development to IA IIIs to be able to effectively support students with special needs in general education classrooms 
• Ensure district committees are purposefully structured and aligned to strategic priorities by reviewing their roles, membership, and impact. 
• Explore ways to retain and recruit teachers in difficult to fill positions and/or explore creative alternatives or backup plans for these positions. 
• Provide more robust professional development for district and site leadership in strategic communication, conflict resolution, and conducting investigations in response to bullying, harassment, and discrimination. 
• Keep staff updated on revised Board Policies related to Mobile Communication Devices, AI, Student and Staff Technology Use, Discipline, Grading, Homework, and Attendance to ensure compliance. 
• Explore ways to manage health insurance costs for employees by seeking alternative provider quotes, considering larger insurance pools, and working with labor partners on any changes. 
• Recruit and retain highly qualified staff by providing access to and quantifying/communicating the value of such supportive resources, including employee permits to attend OPUSD schools, a wellness discount for staff breakfast and lunch, discounted rates for child care and preschool programs, as well as access to free on-campus electric vehicle (EV) charging stations.

Responsibly manage and allocate resources and operations to achieve the District's mission and to ensure the long-term success and financial stability of the District. 

Objectives

• Update school websites and handbooks, and develop clear routines to keep them current. This includes streamlining transcripts and record requests for students by implementing user-friendly online systems. 
• Continue to identify and pursue alternative sources of funding and/or reimbursement for capital improvement projects and other programs/initiatives.
• Enhance student cyber safety through the implementation of the following: 
  • Student MFA
  • Student phishing awareness and digital literacy campaign
• Upgrade OPUSD’s core network security system 
• Develop a long-term Facilities and Capital Plan that includes strategies to adapt to climate change and strengthen school resilience (assessing risks from heat, wildfire, storms, and power outages, and planning for upgrades such as improved HVAC systems, shaded outdoor spaces, better stormwater drainage, cleaner indoor air, and solar backup power to help schools remain safe, open, and operational during extreme weather events).
